California passes per-journalist tax credit worth up to $40 million a year for newsrooms

AB 2222 would pay news outlets $20,000 for each full-time journalist they employ and a bonus for new hires, funded by capping deductions on executive pay. The bill now awaits Governor Gavin Newsom's signature.

The California legislature has approved the Community Newsroom Employment and Workforce Sustainability Act, sending to Governor Gavin Newsom a measure that would create refundable tax credits tied directly to how many journalists a news organization keeps on staff. The Senate passed AB 2222 on the night of August 30 and the Assembly concurred in the Senate amendments the following day with a supermajority of at least 54 votes, according to Nieman Lab.

The bill, authored by Assemblymember Christopher Ward of San Diego and sponsored by the nonprofit Rebuild Local News, offers $20,000 a year for each of an outlet’s first five full-time journalists, $15,000 for every additional full-time position and $7,500 for part-timers working at least 30 hours a week. A separate $15,000 credit rewards each newly created journalism job. Nieman Lab estimates the program could be worth up to $40 million a year to California newsrooms and would run for tax years 2027 through 2032.

To pay for it, the state would align its rules with the federal limit on corporate deductions for executive compensation above $1 million, using the extra revenue to fund the credits. Matt Pearce, Rebuild Local News’s director of policy, summed up the logic bluntly: “If you hire more people, you get more money.”

Why it matters

Unlike the Google-funded arrangement California struck in 2024, the credit does not depend on a platform’s goodwill and it is available to commercial companies, nonprofits and sole proprietors alike. Because it is refundable, a small outlet with no tax liability still receives a check. The Rebuild Local News explainer gives the example of a three-reporter nonprofit in the Central Valley collecting $60,000 a year, rising to $95,000 if it adds a fourth journalist.

The eligibility rules are designed to keep the money away from political operations and content farms. Outlets must have operated in California for at least 12 months, disclose their owners or board, carry media liability insurance, publish a corrections policy and pay full-time journalists at least $35,000. Organizations controlled by political action committees or 501(c)(4) groups are excluded. Illinois and New York already run similar employment-based schemes, so California would become the largest state to adopt the model.

What’s next

Under California’s end-of-session rules Newsom has roughly a month to sign or veto the measure, and the governor has not signaled his position. If enacted, the first credits would be claimed against 2027 income, meaning publishers deciding now whether to fill open reporting jobs have a concrete incentive to wait for his decision.
